Sir, is an IAS Officer of Andhra Pradesh cadre (1984 batch). He has handled various assignments in the State of Andhra Pradesh, covering land administration, law and order and quasi-judicial functions, rural development, health & family welfare, communication & information technology, e-Governance and elections etc.

Sir, is an IAS Officer of 1995 batch with diverse experience of administration, managing law and order, implementing development programs, and of policy formulation at Central Government with regard to use of Technology for improving Governance. He currently manages three core portfolios – as CEO MyGov with additional charge of President & CEO NeGD and also MD & CEO, Digital India Corporation. He has a Masters degree in Public Administration from Harvard Kennedy School of Government and is a B Tech and M.Tech from IIT Kanpur. He has worked in various states from Nagaland to Uttar Pradesh and has been responsible for implementing development schemes at grass root level, ensuring law and order as also for collecting revenues for the State. He has worked in close coordination with international and multilateral agencies like DFID, UNICEF and WHO for Child’s Environment Project in Budaun, (2001-02) and Pulse Polio Eradication Programme in Uttar Pradesh (2001-05).

Mr. Vinay Thakur, is presently working as Chief Operating Officer (COO), National e-Governance Division (NeGD), Ministry of Electronics & Information Technology (MeitY). Shri Thakur is also holding the additional charge of Additional Director General (ADG), Bhaskaracharya National Institute for Space Applications and Geoinformatics (BISAG-N). Shri Thakur has more than 25 years of experience in implementing IT and e-Governance Projects. Shri Thakur has done Masters from Delhi College of Engineering in Computer Science and doctorate in computer science engineering from Jamia Millia Islamia. Shri Thakur has implemented many e-Governance projects comprising of Land Records Computerisation, Government e-Marketplace (GeM), NREGA workflow, Mobile based Fertilizer Monitoring System.

Prior to joining GitHub, she was the COO and co-founder of Bitnami (acquired by VMware), which automates the deployment of applications to the cloud. Erica serves on the board of directors of the Linux Foundation and as an operating partner at X Factor Ventures, an angel fund out of which female founders invest in the next generation of female founders pursuing billion dollar opportunities.

Strong background in program development with an outstanding history of managing projects from initial conception, through development, to implementation. Unexcelled record of strategic control bringing mission mode projects in on schedule. Especially skilled at strategic planning, and problem resolution. Led and associated in conceptualisation to implementation of large scale projects like COWIN, DigiLocker ,API Setu , Open forge, WCD Poshan Tracker, Public Distribution System, Commercial tax VAT, Excise, Mining ,Transport and Police Modernization . All the large scale projects developed under him are based on community licensed based Open Source products , as he strongly believes Open source Collaborative development a key essential for the e-governance projects for the country with Industry and academics

Mr. Martin is a Sr. Director of Developer Relations at GitHub. Before that Martin was Executive Director of the .NET Foundation helping drive Microsoft’s move towards open source and was a Principal Group Program Manager of the team building tooling for DevOps teams inside and outside the company. Where there he was recognised by Business Insider as one of the top executives in software development at Microsoft.

Mr. Agarwal has more than 15 years in e-Governance and FinTech domain. Having vast experience of 9 years in e-Governance area at national level. With a primary focus to align country’s e-governance initiatives with technology solutions to effectively deliver citizen centric services, bring improvement in existing service delivery and drive process transformations. His area of interests are IT Project Management, Delivery Management of IT platforms, e-Gov consulting, Program Management. He is an integral part of the DigiLocker team, and currently driving leading programmes such as National Academic Depository (NAD), Openforge and Academic Bank of Credits effectively at country level. Also successfully executed various e-Governance projects such as Rapid Assessment System (RAS) and DigiSevak in past in NeGD.
